Information Exponentials offers those in communities the chance to use our methodologies to move away from the present way of living and working together to explore new and future relevant possibilities.  Governments are seeking to divest responsibilities for various programs and offering communities to shape and operate these programs for themselves.  The skill is to be able to take up an opportunity without simply replicating that which was operating previously.  Solutions framed for one mode of delivery are very unlikely to work in different circumstances.
